Not many dome cameras out there that do a good job with IR. Not even high end. A bullet camera is your friend when it comes to IR.

If you have a 4 channel NVR you can only connect 4 cameras period. Doesn't matter if the cameras are plugged into the NVR or a switch. -

That looks like pixilation from a network bottleneck somewhere. Either the NVR has exceeded it's specs or the switch cant carry the traffic. Change all the cameras to 5 frames per second and see what happens. -
If the IRs are on than the IR cut filter did not drop out. Go in the menu and toggle the camera from day mode to night mode and see if anything changes.

It looks IP66 to me. Even the terminal screws are sealed from the internal.

The pro isn't much bigger than a regular door bell button. They are already on camera before they even know it. I can take a picture of mine and post it. You wouldn't know it's a camera.

I just installed the Ring Pro Doorbell. This thing is awesome. It has motion detect and doorbell alerts. If I walk up to my front door from my truck I get a notification on my phone before I even make it to the door. You can setup a cloud account to store the video. I have a extensive camera system and this was a great addition to my security.

There are tons of cameras OEM'ed by Hikvision at significant less money. 2 brands that come to mind are Avicon and KT&C. -

You didn't mention what the scene is and what amount of lighting you have. For the record I hate fixed lens cameras. You generally waste a lot of pixels looking at irrelevant areas. -

I'm a little confused. That is an IP camera so I would assume PTZ functions can be controlled through IP. If you want to do RS-485 how did you configure the dip switches for Protocol? (Pelco D) (Pelco P) (ASCII) and at what data rate? (4800, 9600,) Also what address? All of that will have to match on the Pelco Controller. -
There is a reason why there are cameras designed specifically for reading license plates and nothing else. They have filters to narrow down the light spectrum they see. They blast the target with 850nm IR and the cut filters will only allow the sensor to see 850nm light.
