    A little late to answer but, Just for the people that has have this problem. In the event of a "Configure Fail," The Camera usually does a Pan Check on start up and if it should fail... one should try to Pan Left - Right ; Up - Down. If the Camera goes up and down its your Pan sensor, If the camera pans left and right its your "Slip Ring."
