You could hook up all 13 camera to a 16Ch DVR then BNC output to CATV modulator. So all occupants could see all 13 scene by DVR.

Then signal transmit to centralized station. Then you could remote and control on PC/NB even on cell phone. The answer is no for normal Balun but now some supplier has developing dedicate HD-SDI balun which only support upto 50 meter. If the distance is not enough for you you may consider equipping HD-SDI to Optical Fiber convertors.
