Audio Video Data and Power CAT5 UTP Balun - Does it exist?

My house was prewired with CAT5. I want to capture video, audio, data (PTZ), and power 12VDC using one CAT5 run. There are 4 pairs so this should be 4 pairs. Can anyone recommend a compact PTZ outdoor camera with low lux for about $1000?
