HDMI means the device can transfer high quality video. From other aspect,it means this device gets good resolution. VGA meas the resolution at 640×480 Only VGA can directly shows what's the specific resolution a device is but for HDMI device,we have to check the specific configuration.

I think an ip camera will be okay for u, you just need to connect it with network. They are quite some inexpensive online. For this, you don't need to buy a security system. But remember choose some branded products. Low quality one will suck! -
well, let's make it like this, compare security cameras to smartphone brand, some people prefer iPhone, someone like Motorola, others like HTC etc. We need to choose the proper one according to our budget and preference.

Most Europe countries supports NTSC mode, Some Asia countries like China,India,Pakistan etc use pal mode so you can just use your ip camera, if it can play in your country, then it's the pattern in your place.
