Thanks for the reply, and the prompt for me to log back in and provide an update to the CCTV forum.
I was able to finally get the port 8090 server to accept my login credentials!
First, I went into the advanced properties for Internet Explorer and hit the "reset" button to restore all IE defaults, clear cache, disable browser helpers and ActiveX controls. I then went to port 8090, and viola! The DVR now accepted my login credentials. Needless to say, I'm very happy now.
I then re-installed the Google toolbar and the problem resurfaced. It seems all along that it was the popup blocker on the Google toolbar. My workaround was to tell the Google toolbar to always allow popups from the 8090 address.
