Your camera looks like Digital Day/Night only. True day/night cameras with IR cut filter have better daytime color reproduction than digital day/night cameras...

A good low light IP camera does not need IR to produce good night-time images. The Honeywell HD4MDIP has only 12DC@500ma output, so you will need separate regulated supply to power 100pcs IR led. Also, camera does not have on-board Day/night switch output, so you will have to find the signal or build your photocell circuit. Other considerations are adequate heat sinking to keep the IR leds from burning up and foam gasket to reduce internal reflections. A separate IR illuminator is recommended. Why bother with DIY if low cost IR illuminators are available??? -
The video test monitor connector is the two pin connector at the top (one o'clock position) CVBS on PCB. If extending the test connector is not desired, route bare RG59 cable thru cable gland, into bottom dome threaded opening and install your BNC connector via compression or crimp. When terminating your BNC connectors inside the dome, don't forget to insulate the assembly and take care with placement so you don't damage your lens, or move your lens settings when you close the cover...

The test connector is normally a temporary analog connection for the installer to test/configure/focus the camera with the cover open. The video test monitor connector supplied with the Hikvision DS-2CD27XX series dome cameras is only about 8" long. You will have to extend this cable assembly a little longer if you want the BNC to terminate outside the dome enclosure...

A centralized power distribution box is the proper way to supply power to your cameras. A rack mount BNC patch panel is nice and neat but will be cost and will add to troubleshooting time because of more connection points to fail. The Bosch LTC 0485 is an analog color box camera that is best suited for interior use (with sufficient controlled lighting). The Bosch LTC 0465 is an analog Day/Night box camera that is better suited for exterior use (with proper rated outdoor enclosure).

The Panasonic WV-SF539 is not a exterior/outdoor rated camera. Exterior cameras are usually rated IP66 or IP67 and have better seals to prevent water infiltration and can take the extreme heat and or cold. You might be able to mount under a soffit with a lot of silicone around the openings but still not recommended... -
