Hi! I've got the exact same problem- nvr 3216 with static ip handing out 192.168.0.xx ips on my LAN. I've tried everything I can think of, but the problem persists. Did you ever find a solution? One interesting thing is that I have an identical unit with the POE option (4 POE ports, but I don't use those), but it functions perfectly. I'd expect it to be the one more likely to exhibit this type of router behavior.
