I was able to get it to work. Turned out not to be a Windows 8 only issue. I changed my network configuration (left gateway blank and kept default primary DNS). I will need to do some more analysis why this happened (I use the same network Config on another camera but it might have been a typo).

I have the same problem. No video. I have a DS-2CD8464F-EIW. Connects fine but tried IE, Chrome, iVMS and Synology. The interesting thing is that I do get a still picture when I connect using synology surveillance (running beta 6). So it connects fine but annoyingly there is no video. Is it camera or software issue?
