CCTV viewing Using a Smart Cell phone

How can I view my cctv pictures using the Smart Phone when I am not at home looking at my cell Phone -
I have a problem when I connect a VGA from my DVR to Labtop using Window7 the is no Picture I dont know if I have to install a software dvr to the labtop to have the picture or signal because I dont have the problem on the TV VGA port please help do i have to buy software in order to see the pic on the labtop
