Indoor is fine by me! Less than £300 ideally but up to £500 if worth the extra

Hi all. I'm after a CCTV setup that will allow me to control it via an app on my Android mobile, where I can hold a button and speak to people through it, along with it only recording footage when/if motion is detected. I was thinking of utilizing my QNAP NAS but have been advised that it's not really a good idea as it would need to stay on 24/7, which is a good point. I'd rather have a dedicated drive for the camera as the QNAP has personal photos/videos etc so the less load on that the better. Does anyone have any recommendations for achieving the above? It doesn't need to be super expensive, but needs to be able to record in low light in reasonable quality.
