Need help building a system

he does have employees that can help him use the system and he does know how to use the eyemax computer software. He needs at least 2 1080p cameras for viewing license plate numbers and up close view of people's faces. Which is why I was not sure that a standalone system would be able to handle the wide range of camera resolutions that he'd be needing -
I need a 16 camera system that has 3 full 1080p cameras with the rest in either 480p or 720p. I do plan on building the pc from scratch. The client is an 80 year old who needs to be able to use the system so it needs to be somewhat simple and easy to use. He knows how to use eyemax software very well and he would prefer a system with that installed. The most that he wants to spend is a total of $5k for the entire system including the cameras and pc. He also wants to be able to monitor this system from his Iphone or pc at home. Do you guys have any recommendations?

Help with a failed system

Ok so I have found a website with the drivers. They are for windows 7 but I will try installing on windows 8. I did notice that there is a number 9116_v1.4 stamped on the card that I did not see before. I have googled this number with little to no results. -

I am running windows 8 on my pc and I have found the hardware under device manager but it is still not giving me any usable information -
I have a windows 8 system. I have inserted the card into the system but when turning on the computer it does not say "found new hardware" I did search for the item

Hey, I came here seeking help with a cctv system. My parents own a retail store and their previous PC camera system crashed due to a bad mother board. I salvaged what parts I could. I was able to salvage the capture card but I do not know the manufacture or where it was purchased from. How do I install drivers to the new computer without knowing the brand/make/model of this card? I know that it is a 24 channel capture card but that is all. They were using 24 1/3"Sony Color IR 550TVL cameras.
