What is netgear home plug? Isn't there an easy way?

I am renting a house, and do not have any CD's, secondly I have a Belgacom router, and am not sure how to do all these configurations. Could you possible explain for starters? And how can I connect my router through wireless?

First of all I have no idea how to do any of this. I tried to follow these steps (http://www.cctvforum.com/viewtopic.php?f=19&t=31074) (i have the same DVR) but I didn't manage to. So I just need to be able to see my security camera's on my computer (my DVR is at another floor than my computer). I need to do this with local network. Can anyone help me?
