I was having the same problem. It turns out I was using the wrong version of the SADP tool and the IMS-4200 software.
To fix the problem I downloaded a different version of the SADP software (V2.1.0.2) found here:
http://www.hikvision.com/entest/download_more.asp?id=1182
I did a password reset using a password reset tool [MOD: edited]
After that the camera became active and my default user and pass became admin and 12345.
I was then able to proceed in changing my default gateway to access the camera from my web browser.
