It depends on the quality of your snapshot and the pixel density of the number plate. Most of the time if you cannot recognise it zooming it, it is not possible.

Sorry too many small China DVR players in the market. This CnM does not seemed to even have a website. Get your reseller to help in sourcing the firmware for reflash. All I can find this the user manual https://domar.com/download/CnM%20DVR%20manual.pdf

Reflash the CnM's firmware. More likely a corrupted firmware or faulty flash memory in your NVR.

In general, yes, but no 100% garauntee, as it depends on how strictly the NVR manufacturer follows the Onvif standards. -
Time for a support ticket to iSentry. The unit fail to save its settings to its flash memory configuration file. Try creating PTZ presets and save them on the unit URL directly. Reboot the unit and if the preset are saved then it will be a compatibilty issue between Dahua NVR with ISentry.

In theory your plan will work provided that your a powerline adapter (100mbs) and your power cables are have litter interference. Your powerline adapter (100mbs) must also be of good industrial grade able to withstand 24/7 round the clock operation. Sorry. In that case, I cannot offer further help without remote access to the router and camera. Another possibility is that some ISP block such ports.

Hikvision iVMS Playback issue

You will have to go back to Hkvision support. The usually is due to video buffering issue in the VMS, in your case IVMS-4200. If there is any settings that concern buffering, you can try to fiddle with them.
