It's called "pixel based" motion detection. Your DVR is looking for the pixel to change state and it doesn't matter what causes pixel to change rain, snow, clouds, shadows.... What you are looking for is called analytic based motion detection where the system analyzes the video feed for humans, cars, boats.... Your system can not do this so you would need to change your DVR encoders and build a small server to support the analytics. Check out this video http://www.vitamindinc.com

"2 types of drive arrays" Milestone/Onssi use 2 different storage pools for their solution. High speed first day storage that will archive to a larger storage array. Milestone is very expensive with major hardware requirements, recurring software fees and they now charge for support phone calls. No saying Milestone is bad but there are better, easier to install and configure VMS's on the market that can handle 300+ cameras without issue. Rock is correct you need to know what your don't to handle a project of this size. I would recommend partnering up with someone that has experience with a project this size or subbing it out.

Those of you concerned about latency issues keep an eye on Avigilon's new 4.12 software and there new PTZ cameras. This new latency optimization mode will also work with there encoders and analog PTZ cameras.

HD-sdi will be good for trunk slammers and install company's that are afraid of IP and at this point if your not learning IP you will be obsolete in a couple of years. My main issue with HD-sdi is design flexibly, you are again limited to blocks of 4,8,16 and you have to use coax home runs with distance limitations and no wireless options. Also the man in charge of HDcctv is a condescending a-hole.

If you limit the connections to one person per camera is it very easy to do the bandwidth calculations so you can get the correct size WAN connection. I don't think HD is needed so you will not be using a lot of bandwidth so a second WAN connection will not be needed. -
How long do you guys warranty your installs for? If it's for the first year would you sell your customer a maintenance/service contract?

The 2MP mini dome is very limited in adjustment range and I think you will have a issue with that camera the way you need to mount it for this install. -
