    It looks like a network hardware is damaged. TFTP should works. PAN and TILT self-check is proof that all other parts are good. Could you check mainboard and chipsets? IPC makes PING? IPC is connected in the LAN or directly to PC?

    If you do a scan of the network, the address of the camera appears? Did you do a scan with the ONVIF tool?
