Sorry if I've not provided enough information to help folks make a recommendation. What does everyone think of Netgear's Arlo?

Hello, My girlfriend is being stalked and harassed by a crazy ex-boyfriend (from five years ago - dude cannot let go). We need video proof of him spying on her and cyber-harassing her, but mostly circling her house at odd hours of the day and night. This will help us take legal action against him. She lives in a fairly well trafficked area. What camera system can be employed that would meet the following criteria (and any other criteria you may think are relevant): Can be positioned on house, at least 20 feet from street Can capture license plate images, even in low light Video is web-accessible or via separate computer/server camera uploads to wirelessly Allows quick scanning to find vehicle in question I know most of these systems only retain images when motion is present. Is image recognition available at a reasonable price that can actually seek out images of specific license plates? She had a very basic system, which captured this creep's license plate a couple years ago, but the camera was primitive, had to be mounted on a pole in a public thoroughfare and had to be taken down and uploaded files to a computer periodically. Any help you good folks can provide would be most helpful. And any other thoughts on personal cameras or other anti-creepy-stalker technology are most appreciated.
