To answer the second question, you would need the admin rights to create new users.
To reset the admin password:
Unplug the power cord
Open the case and remove the button battery
Plug in the AC power
Use a mouse to right click and bring up the menu
admin is already typed in as user
Click the little on screen keyboard to get the one with all numbers
Type 000000
Left click login
Replace the battery plus side up.
This temporary account will only work once. You must create a new admin password quickly or you'll end up back at step one.
