Panasonic WV-BL204 camera hookup

I have a used Panasonic WV-BL204 camera that I have been trying to get working, but without success. Does it have to have a gen lock signal to work? I'm hooking it up to a DVR card without a gen lock output.

 

I need four cameras for night viewing in a lit up outdoor area, but lots of shadows for vandals to hide in. They keep shooting out the windows and we're trying to catch'em. Need to do it on a low budget, though.

 

They don't need to be color and they could be used ones as long as they work good.
