Problem with Ge security camera TVC-BIR-HR. POOR low light

I Have a problem with GE TVC-BIR-HR security camera.

Very poor low light performance.

Specs claim 180 ft. IR distance... I dont get any of this.

I have included a recording of low light performance. Please watch

first 3 seconds of the recording. Looks like the camera is not switching

to IR night mode. I can see the IR leds lit on, but its pitch black

on security screen. I use these cameras with Q-SEE 4 port dvr card.

Power supply is 12VDC 1500ma, which should me more than enough to

power this camera. especially the cable run is less than60 ft.

Can you help me trobleshoot this problem ?

Changed the power cable, too much loss on existing one
