Software with Tamper Alarm? (Affordable?)

Hello,

 

I'm installing a PC system with a few IP cameras.

 

I'm looking for software and have found a few such as blueiris but would like to find software that will alert me if someone takes down the camera or it turns off etc.

 

Is there an affordable software out there that does that? <$250?
