IP PTZ for outdoor

Anybody know of a PTZ for outdoors that is available and will work over CAT5? We have a builiding that is prewired with CAT5 to the upper corner of the building and they want a PTZ up there. I have seen some that might work if we don't hook up the heater or the blower in the enclosure. We are in the Blue Ridge mountains of VA so the climate is moderate with some cold days (single digits) and highest around upper 90's.

LOL Axis is the most popular IP camera in the world. I thought everyone has heard of them

Axis makes quality products, but low-light performance is not their strength.
