open sorce linux based DVR + licence plate recognition?

I have tried motion in the past. Works okay. But is there a open source CCTV system that also includes the code to read license plates? I would like to interface it to a online Canadian License plate record check web site to see if the vehicle is stolen or not.

 

Also, does this software send sms messages or call if there is unauthorized activity within its camera zone?
