Want to use powerful cctv cam in place of webcam - but how?

Hi. I have a professional CCTV camera (ConceptPro DSP300x) as used by the police. It has very powerful control of the image and a 300 times zoom. This is far more powerful than any webcam on the market. I want to use it via windows live messenger as a webcam but how do I get the computer to treat it in the same way as a webcam? Any suggestions would be most appreciated. I do have a cctv pci card if necessary, and a 3 x RCA (phono) to usb cable.
