Video output scrambled

I'm attempting to install a PC based dvr video security system. Everything was going well. Card and software installed OK. One test camera powered and wired. The software loads and in the multi camera view, I get a picture from the one camera. But, if I open that one camera up to a full screen view, I get a scrambled picture. Very prominent horizontal lines with some vertical distortion. It's not wavy like there is interference, it just scrambled. This also is the same picture I get when I play back my recording.

 

If I shrink it back down to 4, 6, 8, etc. camera views, then that one camera looks fine again. All the other camera views are just blue as I don't have any other camera's hooked up yet. Oh, and if I take a snapshot, I get a good clean pic as well.

 

I thought it might be the recorder card, but I bought two and they are both doing the same thing. Any suggestions would help. Thanks.

Sounds like something with the video card... either hardware, driver, or if it's a hardware-compression capture card, maybe something with the overlay component of the display card.
