Hi bidding is the easy part. you have a spec for the job so now you need to plan what equipment you are going to use and price with your mark-up.

but you have many more questions to ask first. like the computor room ..... who builds that. it has to be secure steel door/ access control /

you also have alarms listed. are you licenced to do alarms in your state. if not you also need prices from contractors.

you would be better letting people know what equipment you are going to be using .... and put your price up on here and see if you are close to what is expected for this type of install,

Only looking at the camera end of it now.

Probly go 350.00 installed per camera.

Dvr 2,400.00

PTZ 1,800.00 installed

Little markup for Battery backup, balum's, Power Supply. and misl. stuff.

Probly 9,500.00 in material

You do not have to wire the cameras with cat 5e. You can use siamese cable for analog cameras. The cat 5e is for the network and for any IP cameras used but not a requirement.

As far as I understand, there is no requirement of a steel door for the security room. It must be locked with limited access though.

What kind of cameras are you going to use? I am working on a similar project. The state is requiring .1 Lux inside, .01 lux exterior, and .1 lux for PTZ (min. illumination). AWB and AGC is necessary as well. I am not finding many cameras that meet those specs and as far as I understand, min illumination values are practically subjective, meaning nothing from one manufacturer to another.
