From the manual (found via a three-second Google search): The 16 channel GV-TPC16PS CCTV hub uses standard CAT5 & RJ45 structured building wiring to carry video, power and data to simplify short range installation by centralizing power and reducing installation labor costs. The built-in 8AMP AC24V power supply will suport at-distance camera loads up to 500mA per channel. Use each built-in port switch to set the unit to power 2 pairs or 3 pairs. Use with GV-TPCVPD at camera side to send video, power or data up to 1,000 feet (max). And yes, it does require baluns at the camera end. See the diagrams on page 3 of the manual: http://www.gviss.com/webfm_send/591. Since it can supply power and send data as well, they'll need to be either appropriate power/video/data baluns (such as those listed on page 2, or similar models from other manufacturers), or you'll need to split out the appropriate pairs at the camera end (as shown on page 4) if you're using basic two-pin baluns.
