The DSP is also an important aspect as well as the lens being used and other aspects can play into the overall quality of the camera. but DSP and Sensor are probably the 2 main things. Sure, that's why dozens of different brands (and non-brands) of both cheap and quality cameras use them. As Sean suggests, that spec alone on a camera means very little.
