Dauha Dither (5 second default) Glitch or Feature?

I can't seem to get the anti-dither to set for anything under 5 seconds. Is this a glitch in the 4.0.5 sofware or a feature?

I have no idea about anti-dither, but I know some other settings (like Tour delay) have a minimum of 5 seconds.

 

So I bet its a feature (or a non-feature)?
