How to get the Exacq configuration bar back on client?

This software is just odd. The configuration bar was there just before closing the app, now its not there after opening. I can't figure out how to get it back to do things like Search, Configure, Full Screen, etc... I have the client running on other workstations and they are fine.. all same Client version and all same Windows 7 desktops. Any one know how to get it back?
