separate channels to be viewed by other users

hi! i am a cctv administrator in our office here in the philippines. we have our on-going project of cctv expansion from 8 channels to 16. my question is if its possible to provide an access for other users on our cctv but only 3 channels will be shown to them. i tried lan access but what i need is real-time video with no delay.
