IE8 can't connect to DVR, UDROCX_H264 ActiveX isn't install

Hi, i'm new here and i'm not very experienced with this. But recently we installed a unimo video recorder for some friends ... everything is working great i also installed the I-RAMS app to remotely view it on an iphone.

 

But now i wanted to connect to the DVR using the browser ... i know it only works on IE because it needs ActiveX support. On a windows XP machine it's working, but now i need to get it working on a windows Vista machine, but here i'm unable to connect to the DVR. It doesn't even ask me to download the ActiveX plugin even when i configure the security level. 'The webpage can not be viewed', 'For certain content or files on this webpage a program is needed that currently isn't installed' .. this is a translation from a dutch error message, so it could be that in english it has other translations. When i look at the source, i see that it's using UDROCX_H264. So i'm guessing the cab file for this isn't installed .. any idea how i can fix this? I don't know what to do next.
