Good ways to relay a stream through a server.

I'm looking at a project that would be a public webcam that would be access by the public. Obviously the location can't handle that sort of traffic/upload.

 

What are some of the better options for bouncing that transmission off a larger server with minimal delay?

 

*if this isn't the right section please point me in the right direction or move it.
