Capturing Image from Network Camera when Input Triggered

i need to take pic from camera and need to integrate With ATM machine(when costumer is taking money from ATM machine it should Recode Bill and pic) . which Software CAN full fill my Requirement ?

I would use a megapixel system for this type of environment.
