Ge Visiowave vsc not syncing with Ge legend ip ptz

i have a system which operating through the Ge Vision Vsc ,has 8 Ge rugged static ip cams and 4 Ge Legend ip ptz cams. the Vsc is earlier version and i have been advised that all my cams are compatible. one of the ptz Legends will not sync and permanantly shows a no board icon. the 3 cameras which work are Vn:3.62 and the cam which fails to sync is Vn:3.69, there are a number of additional lines of protocol in the later version camers.

 

am i correct in going down the route in looking at the Sw: versions as it is th only option i can come to, i have moved the cam and deletes/reinstalled, there are differences in the frame rates and Kps rates which i cannot get to match between the cam and the vsc.
