capture images to post to website - Dahua IPC-HDB3200C

I am trying to capture an image automatically from this camera: Dahua IPC-HDB3200C

 

Then I want to post it to a website. I want to do this once an hour.

 

Anyone have any pointers?

 

I am a medium web developer. It seems this camera is kind of a pain, as it uses active X and in any of the three browers (IE10, Chrome, Firefox) not all the functions of the active x work.
