Turn Android into test monitor

I saw cable & software on e-bay that could turn android phone with mini usb plug, into analog camera tester.

 

I think it converts the camera signal into something digital that displays on the screen.

 

Anyone know if something like this exists and actually works?

Depends on your Android hardware, Android drivers and that device. The (lucky) chances are 99% no and 1% yes.
