Avtech DVR (AV796ZA-d) Cant boot up Only fan are running.

i had a DVR Avtech (AV796ZA-D) that when i had the power plug in to the dvr, only the fan are running other things like Red blinking dot a board and even beep sound, also harddisk they all not running is there any ways to test it up to know which one are broken? (sorry for my broken english)
