New Digital System

So I have been researching information as I have begun to design a new surveillance system for my office/warehouse. Basic points are as follows:

-16 Camera System (12 dome-ptz & 4 bullets)

-dome cameras should be weatherproof

-RJ-45 PoE Control & Power

-NVR with 4TB (expandable)

-Remote and mobile access

 

I am not sure where really to start. Do I piece together a system or can I rely on one of the complete package systems?

 

Can anyone recommend any manufactures of components or full systems that won't break the bank? Can anyone share experience with any ebay/amazon packages?

 

As a side note, I am not located within the US, so international shipping is a must.
