Hikvision 2032-I gets only one frame per second

I get only one(!) frame per second with either Xeoma software or Motion. What could cause this? In the Hikvision Liveview I get the usual smooth 15-20 fps. Something with H264-keyframes?

Has to be the software because I use Milestone and BlueIris with Hikvision cameras and I get smooth recorded video at the frame rate I specified. Iframe setting can affect video in weird ways, don't ask me why but if you set it too low you get this weird effect in items with fine detail like blades of grass or stone work, set it too high and it goes away but you could get some ghost trails on moving objects, but at no time did it cause frame rate to go lower.

I've set it now to a H264 Stream I found over a website and it's much better now, still more choppy than the original hikvision liveview though. Where's that iframe setting?
