Controlling varifocal camera

1) Can a varifocal CCTV camera be controlled through DVR? Can I change its focus of the varifocal camera through DVR.

 

2) Does a usual IR camera be moved to IR mode through DVR? In case where light is low and IR mode is not automatically switched on, can it be switched on through DVR control?

I think you are looking for a box camera with a zoom function. Most varifocal cameras are best described as set it and forget it.

Yes the camera sould be built-in motorize zoom lens and featured RS485 port for you remote control. Samsung is a nice choice for you.
