A good embedded system connected to a cctv monitor will yield a much better image than any pc-based. If you'd like to take a snapshot, its' quality will usually be same or worst than pc-based, depending on type of compression used and its' implementation.

Mpeg2 and maybe jpeg2000 encodings provides the best image quality, but both are not great for network transmission, because of the large data size per encoded frame.

This is a very good topic!!! Since hi res cameras are now 480 to 600 at best in color (unless you bring mega pixel, HD, or 3 ccd chip cameras into the picture but thats a whole nother ballgame) CCTV color hi res monitors are usually 520 to 800 at best yet stand alone's highest recording is 720x480 which is most PC based systems best as well. Then of course you got your facial recognition or license plate recognition results but the rest of the picture usually isn't the best because all you want is who did it. So to me it depends on what you consider the best picture but honestly I have seen very few units where the playback look just as good as the live display and they were usually high end systems of which there are many configurations.
