HD Outdoor PTZ for Cabin in the mountains?

I have a vacation cabin up at 6500 ft on a ridgeline and am looking for a good camera to go on top of my 40' Antenna Tower (Awesome view). Desired features:

 

-HD Quality (1280x720 or better)

-Heated/Wiper (Snows regularly 2-4 months out of the year)

-Conventional Pan-Tilt head/housing (Pole top mount, Would like to not lose view from under-slung mount..)

-Ideally full IP control, but serial would be acceptable.

 

I really just want to be able to inspect the property, cabin, and surrounding area remotely (3 Hrs from Home).

 

Budget is $1000. Is that realistic? Any help would be appreciated. Have been looking at used Pelco Pan/Tilts and Outdoor heated enclosures to put an IP camera in, but thought I'd ask for insight! Thanks,

The heated/wiper part is usually where it gets more expensive. I have used a Bosch MIC 550 on commercial jobs and I love it. Has a ton of accessories and features but it is definitely over your budget. You can get a Chinese IP PTZ for like $700 but not sure about any heating or wiper capabilities.
