Newbie Trying to Set up a System

So i've been doing a lot of reading and research on getting a surveillance system. A little background on what I need it for. I have an apartment building and I need to monitor the outside of the building for taggers (most likely at night) and indoor for the safety of the tenants. I need a total of 4 to 5 cameras. Then after lots of reading and research on the forum it seems like the system isn't worth the money. Many people suggested a dahua camera (build your own) but its way beyonds my scope of expertise. My budget is about 1500 in equipment. The interior cameras will only need to capture about 10 feet max of distance and needs to be clear enough to make out peoples faces. The two exterior cameras need to be very clear and will be need to cover approximately 25feet. If anyone can point me in the a good out of the box system or help me build a system that would fit my needs I would greatly appreciate it.
