Recommendation for outdoor low light camera under $1000

I am planning to setup a CCTV from scratch. I will be using POE and will have 4 drops outside and 1 inside. I am looking for an camera with very good low light performance, preferably without IR for under $1000 each. What brands or models would be well suited for this?
