If its a poor video signal and someone says it need the video to be lifted they are referring to a low signal. to fix this you would fit a video amplifier which will allow you to tweak the video back up to a suitable level, more expensive units will maybe have high/medium and low frequency adjusters to allow the video to be tweaked to accommodate the different losses across the cable length since the higher frequencies will be affected more than the lower ones on a long cable run.
