Searching for a piece of equipment

Hi all,

 

I have been given a task of producing an interface between an old analog cctv system and a newer, digital system. The old system uses simple voltage on/voltage off to control pat/tilt/zoom functions. The newer system uses modern protocols (Pelco, samsung etc).

 

My boss insists that there is an off-the-shelf component that can do this, but I am struggling to find any such device. Does anyone have any idea what device could do this and where I might find it?

(PS - it's only ever one camera connected to my control equipment at any one time. So either an old one, or a new one)
