High beams and license plate

I have attached an image can someone please tell me if it is possible to clean this image up to see the license plate number or even the make and model of the car.

To get license plate at night, you needed a LPR camera focused in on a smaller area. Those images you have aren't even remotely close to getting plate numbers.
