Help with identifying a security camera rig

Hi there,

 

well I just got (what it seems like) a full rig with a cctv camera on a local auction site - the seller had no idea what it is, and only when I googled the part number of the camera it became clear that its probably a security / alarm device of some kind. There are also two stepper motors for rotation.

 

Please have a look at the pictures and if possible help me out get this thing (whatever it is) running
